that when preparing plans for the purpose of competitive tenders manufacturers usually expend the minimum possible time and thought, and consequently any manufacturer's design will almost certainly require considerable modifi- cation in execution. This introduces a source of continual difficulty and possible friction as to extras which the contractors claim for such modofications, and in the end a work so designed is likely to cost considerably more than the sum tendered, while the design will not be so good as if it had been carefully considered from the beginning.

Messrs Coode Son & Matthews approximately estimate the cost of the ironwork at £8500, and if the work is sanctioned we would recommend that they should be instructed to prepare drawings and specifications, in the manner which has usually been adopted in works of this description, upon which competitive tenders can be invited.
